Empowering Change: Joint ODIHR–LGL Training Enhances Support for Hate Crime Victims

On 11–12 December 2025, a joint “ENACT” project training on responding to hate crimes for law enforcement officers and civil society representatives took place in Vilnius. The event was organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in cooperation with the Lithuanian Police and the National LGBT rights organization LGL.

Throughout the two-day programme, participants strengthened their knowledge of the hate crime framework, bias indicators, individual needs assessments, and sensitive and respectful treatment of hate crime victims. The training included practical case analyses, an overview of the national legal framework, and discussions on effective models for inter-institutional cooperation.

The aim of the event was to enhance collaboration between police and civil society organizations in order to improve the identification, investigation, and prevention of hate crimes, as well as to ensure accessible support and protection for victims. Participants also examined existing institutional challenges and explored strategies for improving referral mechanisms and cooperation in practice.

LGL extends its appreciation to all partners and participants for their constructive engagement and contribution to strengthening the system of support for hate crime victims in Lithuania.
