Lithuania’s Ministry of Justice Set to Draft Partnership Institute Legislation

LGL Representatives Present Partnership Regulation Priorities

On July 18th, 2025, LGL (Lithuanian Gay League) representatives Executive Director Vladimir Simonko and lawyer Monika Antanaityte met with Ministry of Justice officials, academia and NGOs to discuss and present their priorities and expectations for the upcoming Partnership Institute legislation. Following the Constitutional Court’s April ruling that declared the lack of legal recognition for same-sex partnerships unconstitutional, the Ministry has committed to preparing legislative amendments this October.

The LGL representatives outlined key priorities including: quality legislation that reflects legitimate expectations and social reality through necessary Civil Code amendments with partnership provisions remaining in the Family Book and formulated in a gender-neutral manner; equal access to all legal and social guarantees for same-sex families; an efficient civil status registration system; protection of same-sex parents and their children’s relationships and interests; elimination of discriminatory “gender complementarity” principles; and inclusion of social partners in the legislative process. After 35 years of democracy and waiting, the representatives emphasized that LGBTQ+ individuals deserve to live and create families in Lithuania, marking a potentially historic moment for human rights in Lithuania.
